Mostly the second, but there's probably a case to be made for Kurapika figuring out how to chill the fuck out once in a while. That doesn't stop him, however, from twisting around to scowl at Leorio over his shoulder - partly for making fun of him, partly for stopping, again.

"If I'm stubborn, it's because I'm usually right." Okay, he's partly serious there, but there is also a grin creeping onto his face again when he says it. And it... really doesn't hurt when Leorio gets back to it. The bright side of these annoying pauses is that, every time Leorio starts in on him again, the sensation feels all the fresher; he squirms against Leorio's mouth, pushing back with almost as much force as if he were actually supposed to be taking charge.

"You, meanwhile-- I h-have to wonder if you just like making things difficult. Like you've been... doing here."

Fortunately, it's never been difficult to get Kurapika to rise to a barb.
